New Energy Automobile Industry Development Plan (2021-2035)


1. On November 2, 2020, the General Office of the State Council officially released the EV Charger-related Plan “New Energy Automobile Industry Development Plan (2021-2035)”.

The “Planning” proposes that by 2025, the average power consumption of new pure-electric passenger vehicles will be reduced to 12.0 kWh/100 kilometers,

the sales of new energy vehicles will reach about 20% of the total sales of new vehicles, and highly autonomous vehicles achieve commercial applications in limited areas and specific scenarios.

This will bring about more and more EV charging station installations. By 2035, pure electric vehicles will become the mainstream of new sales vehicles,

public vehicles will be fully electrified, fuel cell vehicles will achieve commercial applications,

and highly autonomous vehicles will achieve large-scale applications, effectively promoting energy conservation, emission reduction, and social operating efficiency.

2. The “Plan” requires that the role of the market mechanism should be fully utilized to promote the survival of the fittest,

support the merger and reorganization of superior enterprises, become bigger and stronger, and further increase industrial concentration.

Implement tax preferential policies related to new energy vehicles, optimize classified traffic management and financial services,

provide financial support for the construction of charging stations as public facilities,

and give preferential policies for new energy vehicles such as parking and charging.

Starting in 2021, the proportion of new energy vehicles in the public areas of the national ecological civilization pilot zone and key areas for air pollution prevention and control will not be less than 80%.
